Cover: The Facility is, like the majority of command complexes, strictly secret from the public eye and even from the Swiss government. It comprises 3 sites connected by underground passages. The first is located at Fort du Chillon, housing the operations and intelligence command post. The second is located beneath Mont Pèlerin, housing storage rooms, archives, data processing, and communication facilities. The third site is an underwater platform located in Lake Geneva, housing command posts and -K shelters. Security personnel patrolling near the facilities take on the appearance of agents from the Vaud cantonal police, the gendarmerie, or the federal police, while others appear as tourists, Château de Chillon security guards, or local residents.

Central Mission

Protected Site 03's primary mission is to serve as the nerve center of the SCP Foundation in Europe, representing the High Command's authority over installations and territories under the Foundation's control during times when Interest Groups are more active than ever and increasingly engage in operations aimed at sabotaging SCP Foundation capabilities. In this capacity, the numerous specialized administrative divisions of Site-08 continuously strive to optimize facility operations and set ever-increasing objectives. Site-03 also coordinates the operations of the many linguistic branches present on the continent.

The accomplishment of the SCP Foundation's objectives is closely monitored by Site-03, which carries out inspection and control missions of installations in its region.

Inspection and Control Missions

Since 2000, it has been observed that the achievement of European facility objectives has increased due to expanded cooperation between the Francophone, Germanophone, and Italophone branches. Thus, European sites show 11% greater efficiency than American and Asian sites. In 2018, the Hungarian, Polish, Spanish, Portuguese, Ukrainian branches, and a small portion of the Anglophone branches joined this continental cooperation. To celebrate the merger of branches into one operational branch, Site Concordia was inaugurated to bring together directors annually to exchange and coordinate facilities. However, since 2022, Site 03 has had to contend with political instability in Europe, as well as several conflicts that could impact European facilities.
